user commands not executed from selected hub

Bug Description

hi yet again :) sorry if this has already been reported, but while executing user commands from the userlist and chat window a lot of the time they don't execute in the intended hub ie the one your looking at and end up executing elsewhere.

for example my hub have a right click menu, i select myself and chose kennylize selected user, & nothing happens, look through my other hubs and see this [18:09:13 @ 24/03/09] <-TheVault-> [command] !kenny add ¤£ysêrg
[18:09:13 @ 24/03/09] <-TheVault-> Unknown command! type !help for help! more info if needed can be provided.

ClientManager::userCommand() searches for a hub where the user is up, it doesn't have to be the hub where the user wants the command to be send to.
