TranslationBranchApprover does not approve template files with generic names after the initial approval.

When the TranslationBranchAprrover encounters an uploaded file with a completely generic path (e.g. po/messages.pot) from which it cannot extract a translation domain, it does not approve the entry. Once the entry is approved manually, though, subsequent uploads of the same file should be matched to the POTemplate entry just by the file path, independent of it being generic. This is currently not the case, all entries with generic paths end up in manual review.
