Thank you for taking the time to report this bug and helping to make Ubuntu better. This bug is missing critical information for us to further investigate the issue. Helpful would be:
1) Specific ubuntu release version (terminal: 'lsb_release -rd')
2) Version of update-manager (terminal: apt-cache policy update-manager)
Can you also try running the command as /usr/bin/dpkg --configure -a . It should be impossible to uninstall dpkg, so maybe you have a configuration issue with your shell so that dpkg can't be found in you PATH environment variable. Thank you in advance.
