The official bug tags are sorted in ascending order of frequency. They should be sorted in descending order.

Why are tags sorted by order by frequency at all? I can see how that
fulfills the use case 'show me which tags are used the most', but do we
fulfill the use case 'let me see the bugs for tag foo' somehow?
