Bug Description

The official bug tags are sorted in ascending order of frequency. They should be sorted in descending order.

Why are tags sorted by order by frequency at all? I can see how that
fulfills the use case 'show me which tags are used the most', but do we
fulfill the use case 'let me see the bugs for tag foo' somehow?

All official tags are present in the portlet, and it's easy to search for them. In addition, you can enter tags freely into the advanced search form, so yes, I think that use case is fulfilled.
