CPU frequency scaling does not work

Bug Description

Does not scale the cpu at all under dapper 64bit version. cpu runs at full speed..

According to the gnome-cpufreq applet, my processor is scaling, but here's some dmesg goodness for the confirm:

[380400.252216] powernow-k8: transition frequency failed
[380401.263839] powernow-k8: ignoring illegal change in lo freq table-2 to 0x2
[380401.264106] powernow-k8: transition frequency failed

It says that a lot.

My processor (Turion64 MT-30 on a ASUS A6 laptop) runs in fullspeed as well on all kernels except 2.6.15-19-386, where it does work without problems. I have tried the k7 kernel and 386 kernel from -18 to -21, and 2.6.15-19-386 is the only kernel where the CPU is not running at contant full speed, heating my laptop to 70 degrees, which is bad.

Can confirm this with the latest 2.6.15-25, whereas it works well with 2.6.15-23 on a Compaq NX8220 with Centrino.
