Adding resources results in whole media file being downloaded

When adding resources, the resource link is used to download an entire file to check for details. In HTML files this makes some sense (in order to get title attributes, etc.), however, in the case of media files downloading Mb of data will put a huge load on the server.

Need to either limit request to headers only (then check text/html>process as normal) or to limit all downloads to x Kb, assuming that title/favicon information will be in the top of the file.
