Bug Description

`buildd-sequencer` has become obsolete since landed `buildd-manager` and should be removed from our tree. It will involve actual code, tests and configuration.

`buildd-slave-scanner` should be kept for 'emergencies' since it still providing an easy way for debugging possible punctual problems, but it's code should be unified with the similar one we have in buildd-manager and if possible improved.
