glipper not in "Add to panel" after installation

Bug Description

I just installed glipper, however, it cannot be found in the "Add to panel" dialog right away - which it should. It seems like a restart of the GNOME Desktop is required.

Furthermore, I think that glipper should be added to the default installation. And maybe even not installed applets should be visible in the "Add to panel" dialog.

Ubuntu 8.10 32bit, latest updates installed.
