If the icon needs to be there, perhaps at least it could be linked to an explanation of some sort, like the Status and Importance fields once used to be (if I recall correctly) or maybe there could be a tooltip when you hover over it?
Hmm, I clicked on the upstream "editstatus" links on those two bugs and doing that revealed an error message for each. "emacsbugs.

I can confirm this problem - The error is visible when you click on the arrow pointing down next to the traffic icon:
"Launchpad couldn't import bug #499230 from Debian Bug tracker."
