Notifications should not appear when you are in a chat

Bug Description

Binary package hint: pidgin

Use case testing for the message indicator/notify-osd raised the issue of notifications appearing while you are in a chat.

Test Case 3: User is writing into an IM window when another friend IM's them

    * Confirm that a notification does not appear
          o Fail, I did get the notification
    * Confirm that a new pidgin tab appears with the new IM
          o Confirmed

I actually think the current behavior is appropriate, when I am talking to one friend it might be nice to see a notification when another friend writes to me. Other opinions?

It makes no difference whether the frontmost window belongs to Pidgin, XChat, Skype, Firefox, or OpenOffice. As long as it's not the window and tab for the other conversation, the normal notification should appear for that other conversation. I've corrected the wiki page.
