Allow Ubuntu translation coordinators to approve Ubuntu uploads

Bug Description

The owners of the Ubuntu translation group should be allowed to approve uploads for Ubuntu. It doesn't matter much whether this is hard-coded for Ubuntu's case or generalized for distroseries, but we can't do it for products yet.

The fix is landed and it works. But Arne still needs Launchpad Translations admin rights to manage language packs (bug 347143) and to flick the "visibility" and "import" switches on Ubuntu release series (bug 347145).

I think that it would be nice to be able to change ownership of a template, and then to be able to change it's priority.
