Non-editable page toggled still allows creating of new pages

Bug Description

If I have the toggleReadOnly plugin enabled (so that the page is non-editable), the option to *create* new pages is still avaliable.

In doing so, a new page is temporarily made, with the title being a 404 error message. Without realising I had toggled read-only mode, I exited Zim and upon restart, two Home namespaces appeared -- other oddities started occuring.

In essence, new pages should not be allowed to be made in read-only mode.

Confirmed, the read-only toggle should disable all editing and modification functions.

In the python branch all menu actions that modify the notebook are disabled on the read-only toggle
