Keyboard option messes up firefox (at least)

I'm a french Ubuntu 8.10 user (local settings: french, keyboard "french generic 105 keys ")
On afrench keyboard, to type the numbers you need SHIFT + &, é, ", ', (, -, è, _, ç, .... I know it's very simple but it's the way it works. So when you need type many numbers, you press Caps Lock key.
In Ubuntu, Caps lock key shows you É instead of 2 (since it's a "é" combined to SHIFT). It's cool but not satisfactory for me.
So I tried "keyboard set up preferences" and set the Caps Lock key behavior to "act like SHIFT+ any key".
The BUG is: once I've done that, the Caps Lock light on the keyboard won't illuminate any more and in Firefox, the mouse scroll button won't scroll the page but switch to the previous page. I didn't look for all the "strange" behaviors that arose from that keyboard set up selection but at the end I had to resume to default set up.
Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. If you could test the current Ubuntu release, this would help us a lot. If you can test it, and this bug is still an issue, we would appreciate if you could let us know what version of Firefox you are currently using.
