laptop-net fails to start properly after reboot

Bug Description

Ubuntu uses ramdisk for /var/run (tmpfs), so its content is lost after reboot including created directory "/var/run/laptop-net". Package laptop-net fails to start without its state directory. Initscript should create the dir.
