drop shadow effect broken

The drop shadow filter effect doesn't show any shadow, but it affects the bbox. If I go to the editor I see the effect applied, but it seems there is something wrong with the color matrix node.

Could you please attach screen-shot?
If I use the built-in filters I get: ** (inkscape:1030): WARNING **: Unable to convert "13,800000" to number
and I can see an enlarged bounding box but no really an applied effect.

That's exactly what I see. The enlarged bbox and no effect.
However, the filter editor shows the drop shadow filter tree. I tracked the problem to the color matrix node.

The problem is that the values from the parameter dialogue goes 1to1 into the XML. Floating point values must not contain comma but point as decimal sign.
This is a localization problem. The wrong ascii to float function is called for the offset values.
Of course in the dialogue the numbers must contain the coma as required by the language.

I comited revision 20932 that use localized version of str to double covertation (g_strtod instead of g_ascii_strtod).
Please test and report.
