Postgresql service checker is actually a port checker

Bug Description

The Postgresql checker does nothing Postgresql specific. Instead, it creates a socket and connects to port 5432. This is no different from using PortChecker.

or actually, it was rebased onto the 3.9.x branch, so Ole Martin will see duplicates when he does his next pull
