fully charge battery notification shows over and over again

Bug Description

after my battery is fully charged every 20-30 seconds or so the full notification shows.

Changing notification settings does not resolve this, just changes the location of the notification

submitting bug per mjg59's request.

I guess the 99-100% transition is hit frequently by micro recharge cyles.
Can we suppress the notification until it was down to say 95%?

I see this too, but not when I start with a fully powered battery and a/c power plugged in.

(This is on a dell latitude x300)

killall gnome-power-manager is a workaround for me...
