"Repository disk usage" section flashes green when PPA page loads

1. Go to a PPA page, such as <https://launchpad.net/~ted-gould/+archive/ppa>.

What happens: Every time the page loads, the "Repository disk usage" section flashes green.
What should happen: The section should not flash, because it's not changing from a previous value.

This is easy to fix, so let's do it!

Theoretically the repository-size values could have changed since the last loading, but that's not really the point about green-flashing.

We should removing the flashing because the hypothetical change was not triggered by the user, if it existed it was automatically executed.

I suspect that same action should be taken for the expandable rows (package extra information) in the PPA page, they are just loaded dynamically, not "successfully modified by the user".

More to the point, it will become consistent with other
dynamically-loaded parts of pages (e.g. the subscribers on the bugs
page) which don't flash.

With regard to the expandable rows part, Martin A. did a "slider" for
those I believe, so I'd like to see that there instead if he's finished
it? (it was working at our sprint in SC)
