File manager can't display russian file names

Bug Description
In Kubuntu 8.04 (Hardy), with KDE 3.5.10, any file manager can't display files with russian letters in filename on NTFS volume. NTFS volume is on removable USB hard drive (not flash drive). This bug only in Kubuntu. Ubuntu/Xubuntu display all filenames correct.

This bug is not duplicate of bug #258604. In that bug Dolphin displays ??? (question marks) in filenames, but in my situation files not displayed. For example in Ubuntu I see 10 files in root folder, in Kubuntu I see only 5 files. Where is my other 5 files? It show files whith only english letters in names, but don't show files with russian letters in names. And this bug not only in Dolphin, but in Konqueror and Krusader too. That bug #258604 only in KDE 4.1, no in KDE 3.5, but my bug in KDE 3.5.
Many differences between this bugs.
I have USB hard drive with NTFS volume. I use it to tranfer files between Linux and Windows systems. Some files on drive contain only english letters and some other contain russian letters. In Ubuntu I see all files on drive, but in Kubuntu I see only part of files. Files with russian letters in names are out. It shocks me. I think this files are deleted. But in Ubuntu I see all files and no one lost.
