usplash already chek if it must use vesafb or vga16fb according the kernel command line. I could be a good idea to also check for radeonfb and other framebuffer driver

To get your fix (or workaround) included in Ubuntu, try transforming it into a patch (http://wiki.ubuntu.com/PackagingGuide/Recipes/Debdiff) and submitting it for review (http://wiki.ubuntu.com/SponsorshipProcess).

Meanwhile the KMS support for my radeon is good enough (and suspend/resume is finally working), so I was able to kill radeonfb with natty. Wondering, if this is still an issue for others?

Yes, with KMS on by default now, this setting is unnecessary. radeonfb is now used by default if radeon hardware is present.
