States or provinces should not be part of base_data.xml

States or provinces should be part of the localization effort for each country (l10n_xx) , and they should not be included in the main base_data.xml file.

Currently some country states are listed. This makes it hard to maintain and translate, as well as making an unnecessary large table and xml file.

I agree, we should planify this in trunk, not in stable. Take care about migrations.
I propose to create a module: base_state. Not in l10n... because you may need the states of every country, either if you install only one chart of account.

Fabien, I agree you may need states for every country, but probably not all of them.
Why not split l10n modules into several sub-modules like :
- l10n_fr_accounting = French chart of accounts
- l10n_fr_bank = French standards for bank id slips (RIB)
- l10n_fr_city = cities of France
- l10n_fr_states = regions and departments in France
- l10n_fr_mail = mailing standards for French partners (don't write the state in the postal address, postal code before city etc.)
- so on...
- l10n_fr = all of the above
This way, if you do business in France and have Spanish customers you can install l10n_fr and l10n_es_states.

And what to do when having customers around the world? Have to install every l10n_xx_xxxx module?
Also the module overview list will grow extra-ordinary.
Better to have one module that will install all countries with their states. There are open source listings available to populate the database. Start with filling the country, search in background the belonging states/regions/departments where user can choose from if needed.
Better to delete unnecessary countries if one finds the table to large, then to fill every country apart.

Most wishlists will be replanified for v6.1 or further, but I close this one because t's not a bug and will not be processed by our bug team.
