Empty file (zero bytes) blocks submission of bug comment without feedback to user

Bug Description

When in Launchpad bug report tool on www, I try to submit a file e.g. shell output that is accidentially empty
Expect: warning - notification that file is empty
Observed : not possible to submit comment

This is really a bug report about malone which is the project for the bugs portion of Launchpad.

I'm marking this as Fix released as if you try to upload an empty file, you'll get a error message saying: "Cannot upload empty file."
