[needs packaging] Include a Seiko Smart Label package in the repositories

Bug Description

For the Seiko SmartLabel series of label printers, Seiko has made available a driver, which can be downloaded from
http://siibusinessproducts.com/support/linuxdriver_sla.html

It requires manual compilation and the makefile needs to be adapted to suit Ubuntu (because there is no models subdirectory in /usr/share/cups/). But the good thing is, the driver is released under the GPL so I see no reason why this could not be packaged and included in the repositories so it would be easier to install on Ubuntu. The agreement on the link I posted above seems to indicate otherwise but the sourcefiles and the LICENSE.txt clearly state it is released as free software under the terms of the General Public License version 2.

I could not find any package containing this driver, please correct me if I'm wrong.

I am usign Kubuntu Intrepid 8.10, fully updated including the proposed repository.
