Nothing in the Title bar

Bug Description
See the title bar of the screenshot. You will see that it is empty. But actually it is not and the reason is that the title bar is in Arabic language which is a Right-To-Left language +("- Mozilla Firefox"). the problem is not with firefox but also with the file manager when I opened a folder named in arabic nothing will be shown in the title bar
What I expected to happen:
In Firefox,
"The page title +("- Mozilla Firefox")
In Nautilus,
"The folder name + ("- File Browser")

Who sets the package to "language- pack-ar" ??
I checked in the synaptic and found that I have not installed this package "language-pack-ar"
I am using Ubuntu with English language only I have not installed the Arabic packages!!
