use system environment instead of xdg when running Windows

Bug Description
XDG doesn't throw an error when it's running under Windows, all configuration and data files just end up in C:\.config\ and C:\.local\
Windows provides paths for local programm configuration in its Environment variables, which should be used instead if sys.platform == 'win32'
