network connections drops manually entered ip addresses

Bug Description
In Ubuntu Intrepid 8.10 the stock network connections configuration tool I have to add the ip address to my second nic at every boot up because it returns to automatic connection default
5271 ? S 0:00 /usr/sbin/
is the only network manager I can see running
I have it running on two separate machine sole operating system on each does the same on both
