Team polls page has no main heading and misuses "recent"

Bug Description

A team's polls page, such as <https://launchpad.net/%7Eubuntu-dev/+polls>, has no main heading. It has two secondary headings, "Current polls for “Ubuntu Development Team”" and "Recent polls", which wrongly implies that a poll that closed in 2005 is "recent".

I suggest that the main heading be "Polls for <name> team", and the secondary headings be simply "Open polls" and "Closed polls".

We can't really use 'Open polls' for the first secondary heading because the list below it includes polls that haven't opened yet.
