Bug Description
Let people know that they failed to login.
Background

When people go to the login page and enter a bad username or password, it doesn't appear to them that anything happened. (Nat thought the system "froze".) We need some visual indicator that the form was submitted and the login failed.

Chris has this mostly done. If you go to /communities with no login, the login screen displays a status_message of "No login provided". If you then provide a bad username or password, you get a different error message "Bad username or password".
If you provide a good username and password, but you aren't allowed to see a resource, you get a Forbidden screen.
