Should provide a way to export an upstream tarball in merge mode

Bug Description
export-upstream mode went away in favour of using merge-upstream.
However, you can't use that command for merge mode packages, so
there needs to be an alternative way to do it.
There are two options, partially re-instate export-upstream mode for
merge mode only, and add an export-upstream command that can be
run on demand.
