Bug Description
The current PPA activation workflow needs to be redesigned to allow the activation of multiple PPAs.
Before landing it in edge we should certify that the following issues are sorted:
1. Any user (may be restricted to some restricted group of people, beta-testers) will be allowed to create more than one PPA
2. Quota will be controlled and verified individually for PPAs for given user.
