Extend Person navigation menu to support named PPAs

Bug Description

The current person navigation menu was designed to support only a single PPA per person/team.

We have to extend it to allow users to view and navigate to any of the PPAs available in that context.

I suggest listing a person's PPAs (if they have any) on the person page directly, somewhere in the region of their "Working on" section. (I can give a bunch of suggestions on making the person page shorter so that this requires less scrolling.)

Then I suggest giving the named PPA its own element in the location hierarchy, e.g.

    Launchpad > Celso Providelo > *Toybox PPA*

That way the PPA can eventually have its own working Bugs tab (bug 179873).
