Bug Description
When I approve a new template in the import queue, currently it is *not* marked to be exported into language-packs. This should be changed and a checkbox added to the approval screen to be unchecked when the template should really not be exported into language-packs.
I don't really want to go through each template and check the corresponding checkbox in the Admin screen. :(

This checkbox should only be visible for uploads to the "Ubuntu" distribution. Since Arne is the only one approving that, it could then safely default to "checked".
