Bug Description
In the fix for bug 286359, I misunderstood Julian when he explained the behaviour of auto-synced package uploads. After QAing this with the help of cprov, I've discovered that isAutoSyncUpload() will always be false on binary packages which is what we are dealing with, and since all uploads by 'katie' are automatically synced packages from Debian, that's a check enough.
This should simplify the code and should cause all 'katie' uploads to use a different email for submitting notifications.
