Moving this out of M3. It brings up some issues about editing tools, default tool and redirect, etc.

Update from OSI:

-If tool is empty, moderator can remove it. If tool has content, removing the tool is grayed out, with a message saying: "Only empty tools can be removed"

-Default wiki "front page" does not count as content and wiki tool can still be removed. Once wiki page is edited however, tool cannot be deleted (grayed out, etc.)

Hmm, this is going to take some thinking and re-work. I'll have to
spend some time filing the bug reports on this, since it isn't really
a bug....there isn't a corollary in KARL2 to guide us.

The points below are non-trivial to implement. Not hard, but will
require scheduling.

This was a mistake on my part, putting in functionality that isn't
part of KARL2 for evaluation in the "port KARL2" phase. I will go in
and hide that block that allows choosing/unchoosing tools. Once we
are done with the basic port, we can discuss the edge cases and
schedule the work to handle them.
