Test policies for add-community

Update on policies from OSI:

Add Community

-Tag box should be moved to below the title (this applies to all content forms with the tag box)
-Required fields need some identification on the form (like the red box in Plone)
-Title field should be styled the same as KARL2 where the title input field is bigger text

I updated the docs for this. I also fixed (I think) the red box. It
worked locally but didn't work on carlos. It will appear next time we
update carlos.
