problem with accents in vym and lyx in jaunty

Bug Description
Since the last update, I have a problem with accents in vym and lyx
eg lyx or vym characters éèàê gives:
à à à ª ÃÃ
while it works perfectly in other applications and it works also when I copy the accents of other applications in lyx or in vym

It is very easy to reproduce:
sudo apt-get install lyx vym
and try to put the keyboard with accents
then type the accents in the terminal (for example) and copied or pasted into lyx vym ...
