in packages libgtk2.0-dev and libcairo2-dev
some files used <cairo.h> instead of <cairo/cairo.h>

Can you elaborate which trouble this causes?

That's not a bug:

$ grep Cflags /usr/lib/pkgconfig/cairo.pc
Cflags: -I${includedir}/cairo
