localization: set language independent from country

Bug Description

if one is english speaker in switzerland, it can be quite hard to configure so all software displays its messages in english, and the local swiss rules for currencies, time zones, etc apply.

in effect, language, country specific settings are completely independent things, so it would be nice if it could be configured independently.

for a list of language codes, see http://www.loc.gov/standards/iso639-2/php/code_list.php. this is also the base of wikipedia, which is available in 265 languages.

the effect would be: one could configure us-english, in britain. or english in italy.

This function already exists and has existed since as far as I can remember (Dapper).
