Shutdown dialog appears sometimes behind currently open window

Bug Description

When opening the Shutdown dialog (Menu->Quit) the dialog appears in most cases behind the current open windows. I'm sure it is supposed to appear "always on top".
To reproduce: Open a program (like Thunderbird or XChat) and click around a bit, use the menus etc. Then use Menu -> Quit to shutdown the computer.

Generally when I hear of windows appearing behind others, it's to do with the window manager, and generally known bugs upstream. Do you get the same behaviour with compiz disabled? Do you get the same behaviour on a clean install (e.g. virtualbox)? Do you get the same behaviour using either the KDE or XFCE CEs?

I switched from compiz to metacity via fusion-icon, and it seems to work. Can't reproduce it with compiz disabled. So it seems to have something to do with compiz?
