Gimp English help broken

Bug Description
Binary package hint: gimp
When running the Gimp if I do Help->User Manual->Basic Concepts, I get an error saying "The Gimp help browser is not available." (See attachment for full text.) I have "gimp-help-common" and "gimp-help-en" installed.
My version of Ubuntu:

Same here (Intrepid), and seems still happens on Jaunty (upto date as of today).
