Ok issue resolved! printers. conf could not be replaced / deleted etc due to the "i" [immutable] flag.
/etc/cups/
To see these attributes run :
sudo cd /etc/cups/ & lsattr
To change the attribute of printers.conf [while in the /etc/cups/ directory] type : chattr -i printers.conf
You can now overwrite it, delete it , move it etc.
Installation of cups updates now runs smoothly and updates properly.
