"Select only within current layer" option is ignored

Bug Description

Inkscape build 20630 on WinXP

Layer 1 - visible and containing one object
Layer 2 - visible and containing two objects
The option "Select only within current layer" is selected.

If the Layer 2 is the current layer and I'm drawing a selection area around all objects, they are selected and can be moved regardless the layer they are placed. Expected result for this option was to be able to select only the objects from the Layer 2 (which is the selected layer in the Layers dock).

Not a bug, maybe a wishlist item? The caption in the 'Selecting' preference tab reads:

   Crt+A, Tab, Shift+Tab:

i.e. selecting by dragging is not influenced by this option.

Confirmed as a valid request.
Note that you can lock the unused layers. That's usually how users prevent the selector tool from grabbing all the layers.
