Docs don't explain how a build score works

Wwhile you're waiting for your build to start (or one of the builder machines to come back from their coffee break), it mentions a build score. While probably internal-specific thing, since it's shown publicly, it should be documented to satisfy curiosity.

I will create a document describing how build 'score' (priority, really) are calculated and how they affect job dispatching and then I expect Matt's help to make it more suitable for humans ...

As of 2.2.5 there is now a link to the https://help.launchpad.net/Packaging/BuildScores next to the build score number on the pending build page.
