Bug Description
A recent change to send_mail added precedence: bulk to all Launchpad emails. Emails that are initiated by a user, such as login related emails, or emails between users are not bulk.
This change may relate to a recent rise in the number of complaint to feedback@ regarding unreceived registration emails.
