Kernel sees an ethernet cable in the computer, but there is not (2.6.28)

Bug Description

Using Ubuntu 9.04 up-to-date as of 12 Feb, on a Dell Vostro 1500.

The kernel reports that there is a RJ45 cable plugged into the RJ45 port, but there is none. This leads to strange behaviors, like for example Network Manager trying to obtain an IP address for eth0 at each session start.
