Are you using Breezy ? In Dapper last sync solved this problem

Yup, using Breezy. Does the Dapper Package install on a Breezy system?

$ dpkg -L libwaili1c2

/usr/lib/libwaili.so.1.0.0
/usr/share

/usr/share/doc/libwaili1c2/changelog.Debian.gz
/usr/lib/libwaili.so.1

A Dapper package may or may not work if installed in Breezy. And doing this may or may not break your system. It is not recommended, nor is supported.
