Bug Description
The communities tab lists all communities you're allowed to see. It filters out communities that you're not allowed to see, based on a security policy. Using KARL2 jargon (which might be mapped differently in KARL3):
- "Affiliates" only see communities they are members of.
- Everybody else sees all public communities and all communities they are a member of.

I think I have this right now.
Stated differently, members of a "staff" group can see all non-private communities and communities they are members of (private or non-private), while everyone else sees only communities they are directly members of.
