Wire up privacy badge

TemplateAPI.isRestricted is an XXX method that says whether a resource is "private" for the current user. This leads to a ZPT snippet which shows or doesn't show the "private" box, either in listings (e.g. list communities) or when looking at a single resource.

The snippet is there and calls the bridged-out TemplateAPI method.

I think you decided you were going to wire up a "lock" icon to show up if the
security settings were not the default everywhere except on the community
listings (which would show private icons for communities that were private).
