xrandr --output commands change both outputs of HD3450

Bug Description

Using various --output commands and radeon or radeonhd driver, both monitors change with the commands listed below

mur@ubuntu2:~$ xrandr --version
Server reports RandR version 1.3
mur@ubuntu2:~$ xrandr --output DVI-I_2/analog --right-of VGA_1
mur@ubuntu2:~$ xrandr --output DVI-I_2/analog --mode 1152x864
mur@ubuntu2:~$ xrandr -q
