gnome-appearance-properties shows html garbage on warning

Bug Description

When installing a new theme, gnome-appearance-properties will display a warning asking the user to choose whether to keep using their current theme or to switch to the new one. Some html is used but not correctly parsed, see attachment.

I'm afraid I didn't figure out in which cases it just shows "New themes have been installed", and in which cases it asks the user if they want to apply the new theme, it looks inconsistent. But yes, it's definitely reproducible.

I'm using the English locale.
